Open the photo highway and car into Photoshop. For this tutorial, try to use a high resolution.
Select the car photo and use the selection tools like (quick selection) and select only for car not white background. You can use refine edge and select the car perfectly.
Open the Hue/Saturation tool by pressing Ctrl+U or choosing Image > Adjustments > Hue/Saturation. Check the Colorize option and adjust the hue, saturation, and lightness values to match the HSB values from the color we sampled in the previous step. For the brightness, set this to….
Now, press Ctrl+C to copy selected part of car image and Ctrl+V to paste it into the picture with highway in another tab.
After the you need to decrease image of a car and move it underneath in order to make impression of moving. Firstly you use to Layer > Smart object > convert to smart object. Now you use show transform controls into the option bar or press Ctrl+Alt+T and hold Shift+Alt proportionally decrease picture to size which may see on the picture bellow:
Duplicate the highway image Ctrl+J and name the layer Radial blur. Select the Radial blur layer and use Filter > Blur > Radial Blur.
After the set up, change layer opacity to 50% and blending mode Soft light.
